Launch of Unified GCC Visa Pushed to 2026

The Gulf Cooperation Council (GCC) has pushed the rollout of its long-awaited unified visa to 2026. The announcement came from Saudi Arabia’s Minister of Tourism, Ahmed Al-Khateeb, last week.
The visa, also known as the GCC Grand Tours Visa, was previously expected by the end of 2025, with a pilot rollout planned for the current quarter.
The unified visa would allow travel across all six GCC states with a single entry permit. GCC interior ministers first approved it in November 2023 and have been repeatedly cited as a flagship initiative to increase regional tourism.
Delays Tied to Integration and Security
One of the main reasons for the delay is the complexity of aligning immigration systems and security protocols among six sovereign nations.
Oman’s Minister of Heritage and Tourism, Salim bin Mohammed Al Mahrouqi, said in March 2025 that the project was still in a “research phase.” He cited unresolved matters related to security coordination, immigration control, and data-sharing rules.
Since then, technical teams across the Gulf have continued discussions to set up joint frameworks.
Digital Infrastructure Still in Development
A second challenge involves building the shared digital infrastructure needed to support a single visa. That includes linking border control systems, national databases, and immigration platforms. Officials say this platform must meet international standards for data protection and cybersecurity.
These systems are also critical to allow real-time information exchange and smooth processing of travelers under the new visa regime.
In July 2025, GCC Secretary General Jasem Mohamed Albudaiwi said technical teams from interior ministries are engaged to align systems with current international security demands.
Phased Rollout Expected
The GCC is planning a phased approach. A few countries will test the system in a pilot stage before a full regional launch in 2026. Officials say this measured approach prioritizes system reliability and security over speed.
Travel Rules Unchanged for Now
Until the visa is introduced, travelers must continue to follow each country’s existing entry rules. GCC citizens can travel visa-free across the region, but most foreign visitors must still apply for separate visas.
